Guidelines
1. Name of the scheme The name of this scheme will be "Rashi Gas Cylinder Subsidy Scheme".
2. Eligibility:- Under this scheme, families of Pradhan Mantri Ujjwala Yojana and selected BPL families (of Rajasthan State) as well as National Food Security Scheme of Rajasthan State will be eligible.
3. Date of implementation of the scheme This scheme will be implemented in the entire state of Rajasthan from 01.09.2024.
4. Nodal Department:- The nodal department of this scheme will be Food and Civil Supplies Department, Rajasthan.
5. Grant amount Under this scheme, maximum one gas cylinder per month will be given to the eligible families of Pradhan Mantri Ujjwala Yojana and selected BPL families (of Rajasthan State) as well as National Food Security Scheme of Rajasthan State after subsidy payable under all subsidy schemes given by Central Government and State Government at only Rs. 450/-.
Explanation (a):- Under the scheme, eligible families of Pradhan Mantri Ujjwala Yojana and selected BPL families (of Rajasthan state) as well as National Food Security Scheme of Rajasthan state will get gas cylinders from the gas agency by depositing the prescribed amount. The difference amount paid above Rs. 450/- will be deposited by the State Government in the bank account linked to the Janadhaar card of the head of the family.
Explanation (b):- In the scheme, the month will be calculated from the first date of the month to the last date. For example, if the consumer has taken delivery of one gas cylinder on 1 January and the second gas cylinder on 31 January, then subsidy will be payable only for one cylinder. If the first gas cylinder is delivered on 29 January, the second gas cylinder on 2 February and the third cylinder on 21 March, then subsidy will be payable for one gas cylinder per month.
6. Registration (seeding) process:- Under the LPG cylinder subsidy scheme, such families of National Food Security who have already done e-KYC will be eligible. Such families will be able to get the benefit of subsidy only after getting their ration card seeded with LPG ID and Janadhaar to get the benefit of LPG cylinder subsidy scheme.
At present, the seeding work is being done through POS machines installed at e-Mitra and fair price shops. For the benefit of the scheme, provisions have been made for the consumer to go to the nearest e-Mitra or fair price shops and get the seeding done.
Clarification: On registration (e-KYC and Janadhaar seeding of LPG ID) before 01 September or in the month of September, the benefit of the scheme will be available from the month of September and on registration in any upcoming month, the benefit of subsidy on gas cylinder will be payable from that month.
7. Subsidy Transfer Process After registration of Pradhan Mantri Ujjwala Yojana and selected BPL families (of Rajasthan State) as well as eligible families of National Food Security Scheme of Rajasthan State, on the basis of transaction data received from gas companies, once a month on monthly basis, the difference amount (including subsidy received from all sources) will be automatically deposited in the bank account linked to the consumer's Janadhaar.
Monitoring and Supervision:- Effective monitoring and supervision of the scheme will be done by the Food and Civil Supplies Department.
9. Inspection:- The District Logistics Officers, Enforcement Officers, Enforcement Inspectors of the Department will randomly inspect the Pradhan Mantri Ujjwala Yojana and selected BPL families (of Rajasthan State) as well as eligible families of National Food Security Scheme of Rajasthan State receiving benefits every month and verify the correct use of gas cylinders.
- If the consumers receiving subsidy under the scheme are found to be using the gas cylinders for commercial purposes instead of domestic use or if the subsidized cylinder is found to be used by someone else, then action can be taken under departmental rules and they can be denied the subsidy in future.
- In case of abnormal use of gas cylinders in a particular area, a thorough inspection campaign will be conducted by the Food and Civil Supplies Department / related gas companies and district logistics officers.
- The gas agency will have to deliver the gas cylinder to the concerned consumer. If during inspection, the gas agency is found to be delivering subsidized cylinders to any consumer other than the beneficiaries of the scheme, then action can be taken against the concerned gas agency as per the prevailing rules.
10. Main points of the role of the Food Department for the successful implementation of the scheme: -
- In order to ensure timely compliance of the budget announcement-2024-25 of the Honorable Chief Minister, the Food and Civil Supplies Department has been appointed as the nodal department. In this sequence, the subsidy payable by the State Government for providing LPG gas cylinders for Rs. 450 to the eligible families of the National Food Security Scheme of Rajasthan State along with the Pradhan Mantri Ujjwala Yojana and selected BPL families (of Rajasthan State), so that the beneficiary families can get the subsidy on time under the scheme, the Food and Civil Supplies Department will work for the smooth monitoring and successful implementation of the scheme through a software application / portal prepared by DOIT for the department, which will be integrated with the IFMS portal for payment.
- For the operation of the scheme, the Deputy Commissioner and Deputy Secretary of the Food Department will be the Officer-in-Charge of the scheme (OIC). The Officer-in-Charge of the scheme (OIC) will operate the scheme with the help of the analyst cum programmer / programmer posted in the department. The master data of beneficiaries will be obtained from the gas companies by the Officer in Charge (OIC) with the help of analyst cum programmer/programmer and will be uploaded on the software application/portal (Janadhar DBT application) created by DOIT for the department for the scheme through the digital signature of the Officer in Charge (OIC).
- The master data of LPG cylinders distributed to the eligible families of National Food Security Scheme of Rajasthan State along with Pradhan Mantri Ujjwala Yojana and selected BPL families (of Rajasthan State) benefited under the scheme from the 1st to the last date of every month by the gas companies will be necessarily sent to the department in the format prescribed by DOIT by the 2nd date of the next month in Excel Sheet.
- The data of eligible families of National Food Security Scheme of Rajasthan State along with Pradhan Mantri Ujjwala Yojana and selected BPL families (of Rajasthan State) will be prepared by the gas companies category wise and district wise which will be in Excel Format. In the column of the said Excel Sheet, the district wise beneficiary consumer's category (Ujjwala / BPL / NFSA), LPG ID No., market given by the Government of India and subsidy of Pradhan Mantri Ujjwala Yojana and invoice amount paid by the consumer will be entered.
- As per the list received from a company (Excel Sheet/Portal/API), the subsidy amount will be calculated separately in the context of consumers of Ujjwala Yojana and selected BPL as well as eligible families of National Food Security Scheme of Rajasthan state.
- The Officer in Charge (OIC) of the Food Department will receive the Excel Sheet/Portal/API data sent by the gas companies with the help of the programmer posted in the department. The Officer-in-Charge (OIC), using the computer system with the help of a programmer, will create a new column on the right side of the Excel Sheet/Portal/API and as per the formula (deducting market subsidy provided by Government of India, Pradhan Mantri Ujjwala subsidy and Rs. 450 in the case of Ujjwala family, and deducting market subsidy and all other subsidies provided by Government of India and Rs. 450 in the case of BPL families as well as families eligible for National Food Security Scheme of Rajasthan state), the subsidy amount payable will be calculated as per the following formula.
Subsidy Calculation Formula
1. For PMUY Subsidy Amount = Cylinder Cost - (Market Subsidy + PMUY Subsidy + Rs.450)
2. For BPL and other NFSA beneficiaries
Subsidy Amount = Cylinder Cost - (Market Subsidy + Rs.450)
- After calculating the subsidy payable to the consumer, the said Excel Sheet/Portal/API will be uploaded by the Officer-in-Charge (OIC) of the scheme through Digital Signature Certificate (DSC).
- The Food Department will carry out data validation of the subsidy amount uploaded on the portal and double payment related check through Janadhaar DBT Engine Portal and provide subsidy amount to the beneficiary consumers under the scheme on the basis of LPG ID No.
- The list of beneficiaries of Ujjwala Yojana and selected BPL families as well as eligible families of National Food Security Scheme of Rajasthan state in whose accounts the subsidy amount has been transferred will be maintained on the portal.
- The list of beneficiaries of Ujjwala Yojana and selected BPL families as well as eligible families of National Food Security Scheme of Rajasthan state in whose accounts the subsidy amount has not been transferred will be obtained from Janadhaar Portal by the Officer-in-Charge (OIC) of the Food Department. The reason for not receiving the subsidy will be resolved through the concerned District Logistics Officer's office within 15 days and the above list will be uploaded on the portal for transfer of subsidy amount again.
- The department's portal will be integrated with the IFMS portal to transfer the amount to the beneficiaries through DBT. By generating auto bills through the IFMS portal, the accounts of the amount paid will be compiled through the IFMS portal in the same way as other bills and auto sent to the Accountant General's Office, Rajasthan.
- The entire record of the scheme will be maintained by the Officer in Charge (OIC) of the Food Department and will be made available for audit if desired by the Accountant General's Office and the Internal Inspection Department.
- If the list is not received from the LPG companies in Excel Sheet/Portal/API (Master Data) on the prescribed date, then a message alert will be sent to the LPG companies by the system.
- If the list is not received from the LPG companies even after two days of the due date in Excel Sheet/Portal/API (Master Data), then a second message will be sent to the senior officials of the company along with the Officer-in-Charge (OIC) of the Food Department, Additional Food Commissioner and Principal Secretary.
- For the smooth operation of the LPG cylinder subsidy scheme, a cell will be formed at the departmental level, the detailed guidelines of which will be issued separately.
11. Role of District Logistics Officer Offices (DSO):-
- Randomly check will be done to check whether the subsidy cylinder received under the scheme is being used properly by the beneficiaries or not.
- An automatically generated message will be sent to the District Logistics Officer of the concerned district through the department's portal as per the instructions issued by the Food and Civil Supplies Department.
- Such a message will be sent every month during the entire period of the scheme.
- In the next month, the ID of the consumers sent earlier will not be included in the message.
- In case the subsidy amount is not transferred to the bank account of the beneficiary consumers, if for any reason the subsidy amount of the scheme is not transferred to the bank account of the beneficiary consumer, then the marking of the said reasons will be clearly visible district-wise and scheme-wise on the portal.
- The department will send the district-wise list received to the concerned District Logistics Officer's office and direct that the reasons for not transferring the subsidy amount should be resolved within 15 days.
- The District Logistics Officer will dispose of the matter on the basis of the said list and send the list back to the department.
- After checking the above list received from the District Logistics Officer's office, the Officer-in-Charge (OIC) of the Department will re-upload it on the portal through Digital Signature Certificate (DSC).
12. Bill making process-
- The Officer-in-Charge (OIC) of the Food and Civil Supplies Department, with the help of analyst cum programmer/programmer, will upload the data of subsidy payable to the beneficiaries on Janadhaar DBT engine through digital signature (DSC).
- The data will be processed through Janadhaar DBT on the portal developed by DOIT, which will not be visible to anyone. The data will be sent to the IFMS portal for bill generation.
- The Drawing and Distribution Officer of the Food and Civil Supplies Department will transfer the subsidy amount payable to the accounts linked to Janadhaar of the eligible families of Ujjwala Yojana and selected BPL category as well as National Food Security Scheme of Rajasthan state under the scheme through DBT and server certification will be done on the IFMS portal for generating auto bill.
- The work of generating bill will be done on the IFMS portal, which will be autoprocessed and will not be visible to anyone.
- The auto bill will be generated on the IFMS portal and sent to the treasury. The bill will be passed for payment by the Treasury and transferred through ECS to the bank account linked to the Jan Aadhar of the head of the beneficiary family of the scheme.
- Under the scheme, server certification will be done on the IFMS portal by the Drawing and Distribution Officer of the Food and Civil Supplies Department with the prior consent of the Finance Department.
- Under the scheme, the bills of the amount received from the three LPG companies will be prepared in the same proportion in which the amount has been provided by the Finance Department for the scheme in the three budget items and the bills of the consumers of Ujjwala Yojana and selected BPL consumers will be prepared separately.
- Separate bills will be prepared on a proportional basis in proportion to the amount allocated in the three budget items for the subsidy amount given to the consumers of Ujjwala Yojana and selected BPL as well as the eligible families of the National Food Security Scheme of Rajasthan state.
- In this way, bills will be prepared as per the rules of one LPG company and complete bills will have to be prepared as per the requirement of all the three LPG companies which will be prepared from different budget heads for the consumers of Ujjwala Yojana and selected BPL as well as the eligible families of National Food Security Scheme of Rajasthan state.
13. Instructions for Finance/Accounting Branch:-
The departmental accounting branch will ensure to take necessary steps in a timely manner to ensure the budget for the LPG cylinder subsidy scheme and will ensure DBT amount transfer of all eligible beneficiaries by coordinating with IFMS continuously, while ensuring DBT as per all bills generated for DBT amount transfer through IFMS every month.
14. Role of DOIT:-
- The Food Department's analyst cum programmer will mark and authenticate the subsidy payable to the beneficiaries of Pradhan Mantri Ujjwala Yojana and selected BPL as well as National Food Security Scheme of Rajasthan state in Excel Sheet and upload it on the DOIT portal. Thereafter, the Digital Signature/Aadhaar Base e-Sign will be done by the officer in charge.
- Before payment, it will be ensured by the DOIT portal that subsidy amount of only one cylinder is transferred to a consumer in a month and he/she is registered in Vikasit Bharat Sankalp Yatra Camp/e-KYC and Janadhar Seeding.
- Information regarding transfer of subsidy amount will be sent through message (SMS). The format (template) of this information will be made available to DOIT by the Officer in Charge (OIC) of the Food and Civil Supplies Department.
- For the smooth operation of the LPG cylinder scheme, ensure the implementation of the portal/API in coordination with the Food Department and OMC's. The above guidelines have been approved by the competent level.
