रजिस्ट्रीकरण कैसे होना है

I प्रक्रिया

संबंधित रजिस्ट्रीकर्ता प्राधिकारी को प्ररूप 20 में आवेदन निम्नलिखित दस्तावेज संलग्न करते हुए किया जायेगा : -

1. प्ररूप 21 में विक्रय प्रमाण-पत्र (मूल प्रति)

2. प्ररूप 22 में विनिर्माता द्वारा जारी किया गया सड़क उपयुक्तता का प्रमाण पत्र

3. प्ररूप 22 ‘ए’ (उन यानों के लिए जिनकी बॉडी चैसिस पर निर्मित की गई है) पार्ट I- विनिर्माता द्वारा जारी किया जायेगा पार्ट II- बॉडी विनिर्माता द्वारा जारी किया जायेगा।

4. विधिमान्य बीमा की सत्यापित प्रति

5. वाहन के मूल बिल की प्रति

6. वाहन स्वामी के इनकमटैक्स संबंधी परमानेन्‍ट अकाउन्‍ट नम्‍बर (PAN) कार्ड की सत्यापित प्रति / प्रपत्र संख्या 60/61

7. केन्द्रीय मोटर वाहन नियम, 1989 के नियम 4 के अनुसार निवास स्थान के निम्नलिखित प्रमाणों में से किसी प्रमाण की सत्यापित प्रति :-

(i) फोटो पहचान पत्र

(ii) निर्वाचक नामांकन सूची

(iii) जीवन बीमा पॉलिसी

(iv) पासपोर्ट

(v) केन्द्रीय सरकार या राज्य सरकार या किसी स्थानीय निकाय के किसी कार्यालय द्वारा जारी की गई वेतन पर्ची

8. वाहन स्वामी की नवीनतम पासपोर्ट साईज की दो फोटो

9. आवश्यकतानुसार अस्थाई पंजीयन की मूल प्रति

10. आयातित यानों की दशा में कस्टम क्लीयरेंस प्रमाण पत्र आयातित लाईसेंस और बॉण्ड (यदि कोई हो तो)

11. वाहन का निरीक्षण

12. केन्‍द्रीय मोटर वाहन नियम, 1989 के नियम 81 के अनुसार निर्धारित फीस

13. नागरिकता प्रमाण पत्र

14. विदेशियों हेतु निवास प्रमाण पत्र के अतिरिक्त भारत में वैधानिक उपस्थिति का प्रमाण।

15. राजस्थान मोटर - वाहन कराधान अधिनियम, 1951 के अनुसार कर

जो वाहन वित्त पोषित किए गए हो उनके आवेदन प्रारूप 20 में निर्धारित स्थान पर वित्त पोषक के हस्ताक्षर, नमूना हस्ताक्षर व मोहर आवेदन पत्र प्रस्तुत करने से पूर्व लगावें।

III निरीक्षण

वाहन का भौतिक निरीक्षण व सत्यापन संबंधित कार्यालय में इस कार्य हेतु तैनात परिवहन निरीक्षक से कराया जावेगा ।

विशिष्ट पंजीयन नम्बर का आवंटन

राजस्थान मोटर वाहन नियम, 1990 के नियम 4.3 के अन्तर्गत वाहनों को विशिष्ट पंजीयन नम्बर एवं वाहन स्वामी को पूर्व में आवंटित पंजीयन क्रमांक को नये वाहन पर रिटेन किया जा सकता है।

I प्रक्रिया

यदि वाहन स्वामी द्वारा वांछित नम्बर पूर्व में आवंटित नहीं हुआ हो तो संबंधित पंजीयन अधिकारी को इस बाबत निर्धारित राशि का संबंधित जिला परिवहन अधिकारी के नाम देय डिमाण्ड ड्राफ्ट वाहन के पंजीयन आवेदन के साथ संलग्न करते हुए सादा कागज पर आवेदन करेगा।

II शुल्क

रजिस्ट्रेशन सीरीज में चल रहे रजिस्ट्रेशन क्रमांक के अतिरिक्त आगे आने वाले विशिष्ट पंजीयन क्रमांक आवंटन करने एवं किसी व्यक्ति को उसके नये यान के लिए उसके पुराने यान को पहले से आवंटित पुरानी संख्यांक रखने के लिए शुल्क राशि निम्नानुसार निर्धारित है :-

दुपहिया से भिन्न यान –

(i) पंजीयन क्रमांक 1 एवं 786 के आवंटन के लिए

(ii) पंजीयन क्रमांक 2 से लेकर 9 तक एवं 11, 101, 1111 तथा 9999 के आवंटन के लिए

(iii) पंजीयन क्रमांक 1111 तथा 9999 को छोडकर ऐसे तीन एवं चार अंक वाले पंजीयन क्रमांक, जिनमें सभी अंक समान हो

(iv) सारणी के क्रम संख्या 2 के खण्ड (i), (ii) एवं (iii) में वर्णित उपरोक्त पंजीयन क्रमांकों को छोडकर शेष क्रमांकों के लिए

(v) पुराने यान पर आवंटित किसी भी नम्बर को नये यान पर रखने (रिटेन) हेतु

	Note: 1.Additional Fee of two hundred rupees shall be levied if the certificate of registration is a smart card type issued or renewed in Form 23A. Note: 2. In case of delay in applying for renewal of certificate of registration, an additional fee of - (a)Three hundred rupees for delay of every month or part thereof in respect of motor cycles (b)Five hundred rupees for delay of every month or part thereof in respect of other classes of non-transport vehicles shall be levied.
5.	Issue of duplicate certificate of registration	Half of the fee mentioned against Serial No. 4
6.	Transfer of ownership	Half the fee mentioned in Serial No. 4 Note: In case of delay in submission of 'No Objection Certificate' an additional fee of rupees three hundred for delay of each month or part thereof in case of motor cycles and five hundred rupees for each month of delay or part thereof for other vehicles shall be levied.
7.	Change of residence	Half of the fee mentioned in Serial No. 4 Note: In case of delay in submitting 'No Objection Certificate' for change of residence, an additional fee of rupees three hundred for delay of each month or part thereof in case of motor cycles and five hundred rupees for each month of delay or part thereof for other vehicles shall be levied.
8.	Recording alteration in the certificate of registration	Half of the fee mentioned in Serial No. 4
9.	Endorsing of hire-purchase/lease/ hypothecation agreement
	(a) Motorcycle	Five hundred rupees

	Note: No seperate fee will be levied for cancellation of lease, etc, of for issue of fresh Certificate of Registration thereafter.
10.	Conducting test of a vehicle for grant or renewal of certificate of fitness:
	(a) Motorcycle	(i) Manual - 200/- (ii) Automated - 400/-
	(b) Three-wheeled or Light motor vehicle or quadricycle	(i) Manual - 400/- (ii) Automated - 600/-
	(c) Medium heavy motor vehicle	(i) Manual - 600/- (ii) Automated - 1000/-
11.	Grant or renewal of certificate of fitness for motor vehicle	Two hundred rupees Note:- Additional fee of fifty rupees for each day of delay after expiry of certificate of fitness shall be levied.
12.	Grant or renewal of letter of authority	Fifteen thousand rupees
13.	Issue of duplicate letter of authority	Seven thousand Five Hundred rupees
14.	Appeal under Rule 70	Three Thousand rupees

Note:

1. For the removal of doubts, it is hereby clarified that medium passenger motor vehicles, heavy goods vehicles, imported motor vehicles or any other vehicles not mentioned against Serial No. 4 of the above Table include both transport and non-transport vehicles.

2. Where the certificate of registration issued is inthe form of any Smart card Type, an additional fee of rupees two hundred shall be charged except in the case of issue of fresh certificate of registration after cancellation of hire purchase or lease or hypothecation agreement.
